From the system perspective, the network module is a token. To delete a network module, you will need the token attached to the network module.
You cannot delete an object until you first remove all the connections that the object has (for example, you cannot delete a person with keys until you first remove the keys from that person).
Deleting an object does not delete events related to it, from the event log.

The network module has two relays that are controlled by calendar functions. You can create single, one-time controls, or control sequences that are repeated according to a calendar rule. Control sequences can allow for public holiday exceptions.

The person only needs a Programmer equipped with a Token that is part of the system. However, the Token needs no access to the S10 Manager software.
